The Belarusian State University of Culture and Arts was set up on the basis of Minsk University of Culture which started its activity in 1975 in accordance with the Decree of the Council of Ministers of the Belarusian Soviet Socialist Republic (BSSR) № 139 (04.05.1975) and the Decree of the Ministry of higher and specialized secondary Education of the BSSR  № 234 (14.05.1975).
In 1975 a modern eightstory building appeared among narrow streets with private houses and gardens. On September 1, 1975  in accordance  with the Decree of  the Council of Ministers of the BSSR Minsk University of Culture was founded on the basis of the Library Faculty of A.M. Gorky Minsk State teachers` training Institute and the Department of cultural and educational work of the Belarusian theatrical and artistic Institute. A famous Belarusian playwriter Alexander Leontievich Petrashkevich was appointed the first chancellor.
Throughout the five years of its existence Minsk Institute of Culture was rapidly developing: new departments have been set up, artistic groups have been created, two hostels have been built. Because of the  increase in the demand of managers in the artistic amateur activities the Faculty of amateur music and choreographic art was established in 1986. In 1989 post-graduate course started its work.
Public changes in the country at the beginning of 1990s required a fundamental change  in the content of personnel training for the sphere of culture and arts. So the program of creating the European  higher educational establishment on the basis of Minsk Institute of Culture was suggested. Yadviga Daminikovna Grigarovich was elected its chancellor in 1992. She started carring out this program together with the teaching staff.
Minsk Institute of Culture was renamed into the Belarusian University of Culture by the Decree of the Council of Ministers of the Republic of Belarus № 662. A large-scale reorganization of the faculties and departments started. As a result the training of the personnel in new specialities and spesializations began.
International relations became more active, the MA course and the branch of the Faculty of distant education in Mozyr were set up. In 1996 the University successfully obtained its accreditation. And on November 26, 1999 by the Decree of the Belarusian Ministry of Education the University was given the status of the leading higher educational establishment in the national system of education in the area of culture.
The progress reached was appreciated by the government. The President of the Republic of Belarus A.G. Lukashenko visited the Belarusian State University of Culture twice (in 1999 and in 2000). As a result the decisions on the improvement of its material base were made. The educational institution received Youth variety theatre, Art gallery in the Palace of the Republic and some buildings in Moskovskaya Street. The scientific and creative laboratory of the Belarusian traditional handicraft, student variety and symphony orchestra have been created.
2003 was the year when the next step in the improvement of the University`s activities was made. The University structure was reorganized. So new departments and faculties appeared, some of the departments changed their names in view of new prospects for the development of modern social and cultural practice in the country.
On October 8, 2004 by the Decree of Belarus Ministry of Education the Establishment of education “The Belarusian State University of Culture” was renamed into the educational establishment “The Belarusian State University of Culture and Arts”.
At the beginning of the XXI century the Belarusian State University of Culture and Arts took the seat of honour among the higher educational institutions of our country. The university is one of the organizers and participants in big international and Republican highdays, forums, festivals, competitions. The institution`s activity has a national orientation. In the university not only the training of national intellectuals – specialists in the sphere of culture and art –  is carried out but also the study, preservation, transmission, popularization, creative review of the Belarusian nation cultural heritage are realized. Future specialists are taught to treat the national art with care.
On October 27, 2011 the institution of  higher education “The Belarusian state university of culture and arts”, the first among the higher educational institutions of culture, was awarded a certificate that the quality management system in projecting and implementating the educational activity in the area of culture and arts, in carrying out educational work, in training skilled personnel, in scientific, innovative and international activities meets the STB ISO 9001-2009 requirements  to the quality management system.
During the period of its existence more than 25 000 young specialists have received diplomas of the university. Highly professional teaching staff enable the Belarusian State University of Culture and Arts to train skilled specialists who possess deep specialized knowledge and thorough humanitarian training. Modern curricula and programs, information technologies and methods of training are introduced into the educational process. The Belarusian State University of Culture and Arts has a high rating among the Belarusian universities thanks to the quality of scientific work, innovative educational activity and wide-range artistic creativity.
